The Library of Congress National Library Service for the Blind and
Physically Handicapped. The Library of Congress administers a free
library program that circulates Braille and recorded materials to
eligible borrowers through a network of cooperating regional and subregional (local) libraries. Reading materials and playback machines
are sent to borrowers and returned to libraries by postage-free mail.
